best HSA provider those withou a HDHP (High Deductible Health Plan) 2017 edition

3 years ago I had a HSA through my employer. My current employer does not do HSAs.
I put my money in HSAbank.com and use TDameritrade to invest. I'm currently being charged 5.50$ a month in fees (2.50 / mo for less than $5000 cash in bank, and $3 / mo in investment fee) by HSABank.
Can I go somewhere cheaper that still allows me to invest?

My only experience is with Discovery Benefits. My fee on the individual account is $3 a month, but I haven't used their investment portion yet. Vanguard also has an HSA I haven't looked at.
