It sounds like you live in a spendypants state. Our plates are good forever and our licenses are good until age 65, when we need an eye exam to renew.
It isn't being spendypants; it is a matter of safety in my state. The reflective polymer they use on either the background of the plate or the actual number/letters can fade or become so obscured by road grit that they stop being as reflective after about 7 years, so it is done in order to still be easily read at night by law enforcement or some poor soul that just got side-swiped by a hit and run at 2am.
And you have to go in and renew your driver's license every 14 years (ish) in person. You get one online renewal at 7 years to extend it another 7, but after that, they want you physically there to get a new photo taken and renew your fingerprints and check eyes. I think that is also a smart idea, again due to safety mostly, but also because I look NOTHING like my photos from 5 years ago, let alone over a decade ago...
