I love Karl Pilkington....at least, I think that's who is in the clip.  Can never be certain if he's being goofy or serious.

In the cartoon Karl is the one with the round head and no hair. It is from 'The Ricky Gervais Show' podcast. Originally it was a radio show with the two comedians Ricky Gervais and Steven Merchant. Karl worked at the radio station where he was a producer. The three became friends and Ricky and Steven would invite Karl into the studio and ask him questions. His answers stole the show and eventually the show became the three of them talking. Later the recordings were made into cartoons and released as a podcast.

The second clip I linked features the real-life Karl in his 'The Moaning of Life' series. I'm pretty sure he is always being serious and behaves the same way all the time. He also did a series where he tried to learn if he'd be happier if he were more intelligent. In that series he had his IQ tested --- his score was 80 whereas the average in the UK was 100.

Karl is best known for the 'Idiot Abroad' travel show where Ricky and Steve would send a reluctant Karl to bucket-list kind of places to see what Karl would think. Karl was also a character (basicly himself with a funny haircut) in Ricky Gervais' comedy series 'Derek'. I believe it is on Netfix and I'd highly recommend it. 'Idiot Abroad' can be watched on Youtube. I'd highly recommend it too.

We've listened to the podcasts and watched Idiot abroad.  I wrote that before I watched the clips, and then I got sucked into watching more of the cartoons.  Those are really well-done. 

I still...I dunno...doubt he has that low of an IQ.  I think he bombed it on purpose for laughs.  Or maybe he really is that dumb and I'm just silly! LOL.
