If your freezer is located indoors, then there is no net cooling gain. Making the ice requires the freezer to dump an equivalent amount hot air into the home, so it's a wash.

We have a freezer in the garage and an overly warm bathroom with a vertical fan.  A jug of ice in front of the fan?  Hmmm...

I built one similar to this, but in a bucket opposed to a cooler.    There might have been a slightly cooler breeze than just having a fan point at you.  Save your time and your money.
