Then plan one!  I'm no longer in the Portland area, but most meet-ups happen whenever someone takes the initiative, finds a cheap venue (park, pub, whatever) and announces a date (sometimes by doing a survey-monkey poll).  There are no rules or guidelines about who can instigate it.

I have wondered the same. I looked last year and there have been a couple I think, but it did not appear there had been any recently.

Yes there are Portland meet ups! Look for Willamette Valley Mustachians under the meet up section of the forum. We also have a Facebook group!
