IRA withdrawals?

So our game plan is to tap hubbys IRA (401k rollover) at 59 1/2 for 2-3 years and take what makes good tax sense and then stop when he gets SS at 62 and then not take any till after I hit 65 which will be another 9 years later and then I will start mine after that. If he takes it for just those few years will he still be required to take the RMDs at 70 or will any withdrawals suffice that? Thank you.

It's my understanding that all Traditional IRAs are subject to RMDs starting at age 70.5, regardless of the balance.  But I'm barely halfway there, so I haven't looked into it extensively.  Jim Collins has a pretty good article on them if you haven't seen it:

We plan to do heavy Roth conversions before RMD time. I am trying to convince my Dad to do one this year before he hits RMD next year.
