Is there a VOIP service (like Google Voice) that allows for MMS? I'm ready to port my phone number over and start using a better system than I currently use (Just the platinumtel unlimited for 40 plan, with craptastic reception in my basement) but need to cover this base first. Suggestions?

If you have Wi-Fi, you could use a number from Heywire for texting. Of course this means 2 numbers rather than 1, but Heywire is free. Other people I see use WhatsApp a lot in South America. I have used both. The advantage of Heywire is it is an actual phone number people text to. Hope this is an answer... maybe not?

VOIPo and VOIP.ms both have limited SMS text messaging support, currently. No MMS, though... likely not going to get that.
I'm not sure you'll be able to port a number and get support with VOIP.ms. SMS with VoIP is still very much in its infancy and uncommon, oddly enough.
