private message blocked

I just tried sending someone a private message, but when I clicked 'send' I got a pop up that said the person has blocked my personal message.  I have never had any contact with this particular person before, either through private messages or in the forum from what I can remember.  Is there some option where you can block all messages from people, or would this person have had to 'ignore' me individually?

There are options to block everyone from sending you PMs outside of Administrators in the Personal Messaging settings.

There are options to whitelist the people you can receive PMs from using the Buddies List in your profile.

There are options to blacklist the people you don't want to receive PMs from using the Ignore List in your profile.

Which of those three options it is, is for them to know and you to guess... but under the circumstances, I would choose the more charitable expectation of their PMs being disabled over ignoring you specifically.

I thought about that, but it wasn't particularly important and I didn't want to get involved in the particular thread.  The thread itself was starting to get a little off track, so I didn't want to derail it further, but sure, why not?

You could also do the @ on this thread if you don't want to dive into the other one. PM's are pretty well separate from the threads.
