New forum registrations suspended?

My friend is trying to register for the forum but when the Register link is clicked it says new registrations are suspended. What's happening?

It is my understanding that they were getting flooded with spammer accounts, so they are trying to revamp the registration process.

I think you have to have 100 posts before you can post on Off-Topic. It's not difficult; there are lots of great threads to participate in elsewhere on the forum.
