Title: Actual per-file attachment limit?

So under attachments, it states that the maximum total and individual limits are 4000KB. However, I attempted to upload just one file that was 2.53MB (2600KB) and it was rejected. Optimizing it down to 1.5MB was sufficient. Is the real limit on individual files 2000KB? Would it be possible (if obviously not mission critical!) to update the message?
