Guidance on starting a plane tour business in Okinawa, Japan

I have recently finished pilot training for the air force and was assigned to go to Okinawa, Japan.
I am seriously tinkering w/ the idea of starting a air tour/sightseeing business on the island, but really have no clue on what it takes to do so and make it successful.
It's a hard topic b/c of the unique nature of the job, combined with it being overseas.
One of my biggest concerns is how would I get all the funding/capital necessary for what seems like a big endeavor?

I will try and contact various states-side businesses to receive their input.

Disclosure; I'm not a pilot nor a business person
I was USAF enlisted flight crew for 15 yrs and was stationed at Kadena AB, Okinawa for 3 yrs - but Desert Storm was during those years so I was deployed to the gulf from Okinawa...

Are there any air tour/sightseeing business' there already?
Are you fluent and literate in Japanese?
Are you going to rent a plane to give the tours? You will need to know if the rental allows commercial use.
How will you market it?
You may need your unit and/or base commanders permission.

Your USAF pilot wings don't equal a commercial pilot license.  Even if they did, it won't be accepted in Japan.

My biggest question: How will you reconcile your tour schedule with your AF obligations?
