Wall caps deteriorating

So guys what are my options to deal with these wall caps by my front steps? They are flaking apart and it looks real crummy. Is there some kind of sealer I could apply to stop the problem? Or if I paint over it, would that help? I really don't know anything about stone. Send help!

Easy peasy fix. Sand off remaining paint. Power wash with a cleaner to get all the mildew off. Repaint with a paint designed for concrete. Follow directions on paint can. It can be done in a weekend.
