I have to fix some "potholes" on this stone walkway. How do you do it? Do you just get concrete and pour it on? Wouldn't that just dry, then flake off in one large piece?
See photos for the problem that needs to be fixed.

It appears that you've lost the original soil or pebble fill. Fill it in with whatever the rest of the walkway has, such as pea gravel. Some stone walkways/decks have mortar between them, but your stones look too far apart for this. Yes, I think concrete would look strange & not hold up to weather.

can you be more specific? I have NO IDEA what to do here. what is pebble fill? just put rocks and concrete on there? These are not very deep holes. but they need to be fixed somehow, filled in with something.

You want mortar, not concrete. Mortar is softer and will allow some movement without breaking up or doing damage to surrounding stones. Concrete doesn't allow any movement and can damage surrounding stones. Clean out the area really well and follow the directions on the bag to patch it. If it is large enough, you can find a stone to fill in some of the area and the rest with mortar.

I really can't tell what we are looking at from the photos. Back off and provide a smaller scale photo showing the whole walk or section of walk if possible.
What I think I am looking at is flat "flagstone" type rocks set in and mortared between, and the mortar between stones is deteriorating?
If this is the case, it's time for a tear out and re-do. Patching those missing areas of mortar won't last very long.

Those are stones set in mortar much like a brick or stone wall, only laid flat on the ground. they might be laid atop a concrete slab.
Looks like the face of one of the stones has actually deteriorated.
A skilled mason could cut out that particular stone, shape a new one to fit then lay it back in place but you will see the color difference in mortar and stone for a while.
