Heat controllers/thermostats for steam radiators

Greetings, Mustachians.

A home inspector told me that there is a heat controller/thermostat that can be attached to steam radiators so that the heat level may be controlled on a room by room basis.  He said that I should only buy German products, that US products were junk (his opinion).  Does anyone have any experience with these, good or bad, and any recommendations?

Please point me to a previous post if appropriate.

  normally there is a valve that you can adjust water flow if it is a hydrionic (water) system to adjust it. They often take a weird shaped key. You can get anything on the interwebs.

You have gate valves on all of them, right? I've seen these products (I have steam radiators too) but I just use the valves to control how much heat the rooms get.
