Complete bike noob seeking help with a bike repair

I think I overinflated the tire on my bicycle which caused basically an explosion with a loud pop.  The tire is off the frame and the inner tube is sort of hanging there.  How do I fix it?  I am a complete newbie as far as bike repairs go.
