.wav files to text conversion?

I'm searching for an Android app that will allow me to speak into the mic and record an audio file and a text file, in one application.  Failing that, an Android or Windows based tooI that will convert an audio file to text - does anyone have any recommendations?   Thanks.

There is plenty of speech recognition software around - some of it is even free.

Tough to find a good program that will accurately transcribe most .wav files, depending on the background noise.
