Putting aside the 911 service address issue...
Is there a downside to "forgetting" to change my service address on my cell phone if I winter (even more than 6 months) outside of Oregon? Oregon has among the cheapest tax rates, so it would save me a few dollars a month to not update the service address on my phone.
The billing would still go to my credit card, I don't get any paper bills, so it's strictly for taxes and 911 service (I assume they can tell where my phone is registered to send a cop there if something goes tits up). I'm guessing it's feasible from a technical standpoint, but are there other issues I'm not thinking of?
Also, in keeping two houses, say Oregon and Texas, if I were to spend most time in Texas or even work/pay taxes in Texas (based on the Texas address), would it really matter what the billing address is on things like cell phones and credit cards etc.?
