Does this happen to anyone else? I have two people using my address. One person gets a 1099 from the unemployment office, at my address. Another person (this one is new) is a deadbeat student loan person.

I contacted the unemployment office about the 1099, and they don't seem to care.  I assume it is a person scamming unemployment benefits from covid. 
When I contacted the Pa Unemployment Office they said they could not locate the name in their database!  What ? 

I have gotten the 1099 form 2 years in a row now, for this person.   

The student loan deadbeat letter is from PHEAA. (Pa Higher Education Assistance Agency) to a person who has defaulted on the loan.

I wonder if I should even bother contacting PHEAA about the fact that the letter is going to my address. Seems like the govt agencies just don't care about fraud. Too much effort on their part. 

Some people I talk to say to just throw the letters out. I am keeping them. Actually, I did send the first one back to the Unemployment Office with 'not at this address' note on it.   

I checked my credit report and everything is normal.

But I don't want these agencies thinking these scammers live here. These names are people I have never known, and they are probably made up names anyway.

Advice?

Bump and simplification.

Has anyone else received a government form at their home address with their correct address on it but someone else's name on it?

Don't open them. Either toss them or return them as you did the first one.

It isn't that these agencies don't care about fraud, it is that they aren't going to give you any information because you just might be the phisher. Many won't have a system for customer service reps to respond to queries such as yours, since it requires someone inspecting mail that is not their very closely or even opening mail, which is a federal crime as well.

Technically, it's a federal crime to open mail that isn't addressed to you.

Toss it or send it back. Don't open it.

I would write "return to sender, not at this address" on the letters and give them back to the post office. That's all the information the sending agencies need.

This a letter from the Pa Dept of Labor with their return address on it, going back to them. I would think they are allowed to open it, no?  I am not asking for any information. I just want to stop getting someone else's mail at my address.   Someone is pretending to live at my address.

If it isn't addressed to you, then it's not your mail.  Return to Sender, Not at this Address.  Done.

I got mail, even "official" mail, not just catalogs or junk, for up to 10 years after moving.  Get a number of necessary things from prior owners of my current house, now 3 years after.  I can tell when our regular mail carrier is delivering, as the letters are not left in the box. (I can see them in the delivery preview email)  Substitutes deliver everything, and in I goes again RTS.  My personal experimentation leads me to conclude that this must be largely manual within USPS.

Write "not at this address, return to sender" on the envelopes and drop them straight back into your mailbox. It's not your mail to open, throw away, or keep, and doing those things will not help you (and, as has been pointed out, is illegal).

You can also talk to your mail deliverer, or simply tape a note inside your mailbox that says something like: "No other residents besides [Slackmax], and see if it stops them delivering to you. If that doesn't work, contact your local post office and ask how to stop receiving mail that isn't addressed to you.
