max my 401k or start investing in a traditional ira

I am confused about the investment order. I have been maxing out my 401k for this year, but should start doing the IRA instead?
In theory, I could invest in company 401k up to the match, max out HSA and then max out ira. I dont have enough money to max 401k and max out ira.  What would you guys do ?

I think it's worth pointing out that the bullet points under step 5 can all lead the conclusion "then swap #4 and #5" found in the final bullet point, which you might not realize if reading quickly.
