Limited Use FSA spending/reload question after having child

This is a pretty specific question, but I'm hoping someone may have an answer: Can I reload my limited use FSA for expenses already incurred and paid through a different method? (Details below)

I am currently able to "redetermine" my benefits for the year after recently having a child. One option I have is to add to my limited use FSA, which is a use it or lose it for dental and vision only. I started the year by putting $200 in there anticipating spending it on my wife's contacts. However, earlier this year I had some unexpected dental work done which cost around $600. I used the $200 I put in the FSA on that and paid the rest with my HSA. Now, since I have the ability to add I will for sure add another $200 for the contacts, but I'm wondering if I can add the other $400 from the dental expenses and then use that $400 for personal purchases (much like some suggest for HSA spending). I can submit the previous dental bill for verification although it was not all paid with the FSA card up front. Any help or suggestions would be great!
