Title: How to lower Health Insurance rates after income dropped

Hey guys,
I am trying to get family (I and my wife) insurance and I am quitting my job in 2 weeks and will work for myself.

Our total income in 2015 will be above $100k, but after income will dropped at least twice.
Exact future income I can't predict. can be $2k per month, can be $10k per month. I think we will able to earn around $50k-$60k per year .

So we are moving to San Diego, CA and current rates for 2 people will be around $420 per month with $100k income for bronze health insurance.

And for income with $50k it will be around $300.
Funny part if we get separate insurance then it will cost $210 for me.
And $110 for my wife. She currently doesn't work.

Can we apply for insurance with lower income or not?
Any other tips how we can save money or get better rate? Otherwise $420 + dental will be too much for us.
