getting new CC offer on an old card

Has anyone ever gotten a newly advertised intro offer on a pre-existing credit card? For example, I've had the Cap1 venture card for a good 5 or 6 years now I think and Cap1 in general for over 10 years. They are offering •Enjoy a one-time bonus of 40,000 miles once you spend $3,000 on purchases within the first 3 months, equal to $400 in travel. I never had any deal like that when I signed up, has anyone successfully obtained a deal like that after they've already has said CC?

No. New CC account bonus offers are never offered to existing card holders. 
The only way to take advantage of these types of bonuses is if you sign up for a NEW ACCOUNT.  Perhaps get a different card - example:  a 'business' card (for your small business - whatever it may be... ex: selling things on eBay/CraigsList/Amazon, etc).  You *CAN* have your spouse sign up for this card - as long as it's a NEW separate account, you should be able to get the offer. 

Alternately, you can sign up for a DIFFERENT card through the same provider.  Chase INK Business holders might sign up for a different chase card.  Capital One holders, find a different Capital One card.  This site keeps up with the current offers - check it out:  http://frequentmiler.boardingarea.com/best-credit-card-sign-up-offers/#CapOne
