Does income from tIRA to Roth conversion count towards the calculation for qualifying for ACA subsidy?

If so, I may be able to get paid to make a conversion this year.

A traditional to Roth conversion counts as income, so yes.  Just avoid the cliff!

Do I have to make the conversion in calendar year 2019 or do I have until 15APR2020 to make the conversion?  A first quarter conversion would let me get tax documents and transfer the optimal amount for subsidy purposes!

They count in the calendar year they're done.  Sorry!

And unfortunately, you can no longer recharacterize conversions.  So make sure before you convert that you've estimated your tax situation accurately.  And if there is asymmetric risk associated with the conversion amount you choose, incorporate some margin.
