Can 403b parameters be negotiated for an individual?

Say I'm looking at a company with a 403b plan that matches 50% of the employee's contribution up to $2,500 per year.  Can an individual employee use this rather low limit as a negotiating point?  In other words, can a company give 1 employee a higher match (say $5,000 per year) or would it be discriminatory?

No.  You're stuck with whatever their plan says.

yes, to amend, that the same rules apply to all employees in a company. They would have to change their rules and give everyone that same matching if they so choose. Potentially possible if you are an employee and you all negotiate as a group to change this.
