I am starting Medicare today. I selected a Part C advantage plan. I have not yet started taking Social Security payments. I plan to delay taking SS until full retirement age, maybe later. My wife and I have about $70K in an HSA and about $2M in our IRAs. Our taxable income should be around $70K this year. Should I use HSA funds or IRA funds to pay for Medicare?

If you use the IRA the withdrawal will be taxed as ordinary income. If you use the HSA it won't be taxed.

Neither? In other words, can you pay for Medicare (and food/clothing/shelter) from taxable, while doing Roth conversions from the IRA and holding the HSA until mortality tables suggest depleting it?
Of course, much depends on your overall situation.
