403(b) rollover

I am looking for some advice regarding a recent change at my workplace.

I work for a small non-profit hospital that provides full time employees a employer matched 403(b). Just recently they have stopped the employer matching aspect of the plan and this has me considering possibly moving the roughly 5k of funds to a Roth IRA.

I have been reading and researching this option and what it involves, but I am hoping there is more advice and wisdom some of you could provide to help me make a good plan so I don't improperly manage or make some serious mistakes.

I'm pretty sure you can't roll-over money from a 403(b) until you leave the company.  You could stop your contributions to it and open a Roth instead.

I thought one you were vested you could do what you like with the account?
