Looks like the Iraqis are quickly catching up to Americans in conspicuous consumption. Some Iraqis will spend tens of thousands of dollars for luxury phone numbers:

A while back, Manhattan ran out of numbers that began with the 212 area code and new businesses got a 646 area code. There was a bit of a stink over that. What was the point of paying Manhattan rents if you got some weird new area code? But to spend actual cash on a vanity phone number? Only in Iraq!

Some people just have too much money...

Well, I can't really blame the contractor that got a phone number ending in six 7s for $1,200. It's possible he's made that back in extra sales by getting more calls/answers and making it seem like his business is more important. Usually big businesses have numbers that end in things like 5555, or other repeating numbers.

But now he's refusing to sell it for $10k...I think I'd draw the line there.

There's a good chance he's making more than that off the number. Plus there's a good chance that someday he can sell it for more money than $10k. I would love it if he were $15k short of FIRE and so just sells his number for that amount.
