A guess:  Is it for teachers to use in the classroom?
I'm guessing that kids might steal real pennies, but they'd leave plastic ones; thus, the teacher would still have them for next year.  I'm also guessing that they sell similarly priced bags of fake quarters, and that price wouldn't be as silly. 

If you were teaching your child how to count money at home, obviously you'd use real coins.

I got in trouble for jokingly suggesting that the plastic play coins would work in the vending machines outside the local dairy. Turns out some of my class mates throught I was serious so they tried it and it worked.

After visiting Ukraine some years back I accidentally discovered that their 5-kopiyok piece (around 2 US cents at the time) was similar enough to a US quarter to fool a vending machine. If I'd been dishonest enough to really exploit that fact, it could have been a decently lucrative operation...
